A constituent assembly is the key to the entire problem, as the San Diego resolution seems to recognize. But not only should such an assembly draft a new constitution, it should also determine the method of ratification. i.e. by state or national referendum or by the assembly pledging to submit to re-election as a whole either immediately or at some future date.
